PDFTables is a well-built British service — Cantabular Ltd, registered in England and Wales, converting PDFs since 2014 and, by its own count, over half a billion pages so far — with official API example clients in nine languages, no surcharge for using the API, and an on-premises edition you can run on your own hardware.
If the PDFs you convert are bank statements, NoRekey is the narrower tool: every conversion reconciled against the statement's own opening and closing balances, exported as OFX and QFX as well as CSV, at about a fifth of the entry per-page price.
